º. El Ministerio de Desarrollo Económico, en coordinación con la Junta Directiva del Banco Central Hipotecario, estudiará y propondrá para su adopción por el Presidente de la República, normas generales para la concesión de préstamos con los recursos del sistema de valor constante, a fin de que aquellos se otorguen preferencialmente para proyectos de construcción que estén acordes con las políticas de desarrollo urbano adoptadas por los organismos competentes.
