Lineamientos. La Dirección de Asuntos Culturales del Ministerio de Relaciones Exteriores, o quien haga sus veces, establecerá anualmente los lineamientos generales de diplomacia cultural para cada vigencia, que definan los principios básicos, disciplinas creativas, enfoques temáticos, y mensajes estratégicos, así como detallar el proceso de planeación, ejecución y seguimiento de las diferentes acciones, actividades, programas, proyectos especiales en diplomacia cultural, educativa y deportiva.
