Adiciónese un Parágrafo Transitorio al artículo 21 de la Ley 2079 de 2021! el cual quedará así:

"Parágrafo Transitorio. En el marco de la emergencia declarada mediante el Decreto 1261 de 2026, adicionado por el Decreto 1348 de 2026, y hasta finalizar la vigencia fiscal 2028, el Fondo Nacional de Vivienda - Fonvivienda podrá reconocer un valor adicional al Subsidio Familiar de Vivienda para soluciones habitacionales en zonas urbanas en las que se presenten ¡condiciones excepcionales de acceso que generen mayores costos para el transporte de materiales. "
