El régimen disciplinario previsto en este Decreto es de naturaleza administrativa; la interpretación de sus normas se hará con referencia al derecho administrativo con preferencia a cualquier otro ordenamiento jurídico y su aplicación se sujetará a los principios de economía, celeridad, eficacia, imparcialidad, publicidad y contradicción de conformidad con lo previsto en el artículo 3º del Código Contencioso Administrativo.
