Art. 3º La Instrucción Primaria costeada con fondos públicos será gratuito y no obligatoria. Estará a cargo y bajo la inmediata dirección y protección de los Gobiernos de los Departamentos, en consonancia con las Ordenanzas expedidas por las Asambleas respectivas, e inspeccionada por el Poder Ejecutivo nacional.
