Para establecer la responsabilidad que se derive de la gestión fiscal, los contralores podrán delegar esta atribución en las dependencias que, de acuerdo con la organización y funcionamiento de la entidad, existan, se creen o se modifiquen, para tal efecto. En todo caso, los contralores podrán conocer de los recursos de apelación que se interpongan contra los actos de los delegatarios.
