Artículo duodécimo. Las listas de candidatos para las elecciones populares de Representantes al Congreso, Diputados a las Asambleas Departamentales y Concejales, deben inscribirse por lo menos quince días antes de cada votación en la Alcaldía respectiva, en la forma señalada en el artículo 3° de la Ley 31 de 1929. Esta inscripción no obliga cuando se trata de las elecciones para Presidente de la República.
