La Junta Administradora del Instituto, procederá a elaborar dentro de un pazo de noventa (90) días, los estatutos de este, los cuales serán sometidos a la aprobación del Gobierno. Dentro de este mismo plazo, la entidad señalará las funciones de su personal subalterno, de acuerdo con las normas de clasificación, nomenclatura y escala de salarios que establezca la Secretaría de Organización e Inspección de la Administración pública y el Departamento Administrativo del Servicio Civil.
