El Ministerio de Hacienda y Crédito Público fijará las condiciones de impresión y contraseñas necesarias a la seguridad del papel sellado, sujetándolo a las siguientes características: largo, treinta y dos (32) centímetros; ancho, veintidós (22) centímetros; margen izquierdo, tres (3) centímetros; margen derecho, dos (2) centímetros; margen superior, dos (2) centímetros; margen inferior, diez y nueve y medio (19 1/2) milímetros; distancia entre líneas horizontales, ocho y medio (8 1/2) milímetros. El papel sellado para uso en el exterior llevará la leyenda: "Servicio Exterior".
