No obstante lo dispuesto en este Decreto, el Comité Nacional de Emergencia puede vincular a las campañas de socorro, restauración y asistencia social en eventos de grave emergencia, a entidades del sector oficial, institutos descentralizados y empresas de derecho privado y personas naturales, los cuales, en los términos del Decreto legislativo número 3398 de 1965 y del Decreto-ley 2341 de 1971, están obligados a prestar su concurso en la realización de las tareas programadas.
