El Gobierno Nacional, por conducto del Ministerio de Obras Públicas y con intervención de la Contraloría General de la República, avaluará esta estructura y su construcción, y su valor se abonará a la deuda que tiene el Gobierno Nacional con el Instituto Colombiano de Seguros Sociales.
