Art. 4°. Los jefes o cabecillas de la rebelión deberán presentarse ante el Jefe Civil y Militar del Departamento, en el lugar donde se halle, en el preciso termino de doce días contados desde la fecha de la publicación del presente Decreto, a fin de someterse a las cauciones que crea conveniente exigirles en guarda de la tranquilidad pública, por ahora y para lo sucesivo. Los que no se presenten en el término señalado serán perseguidos militarmente como rebeldes reincidentes, a mano armada, y juzgados por consejos de guerra verbales.
