El gobierno establecerá cuando lo exijan las necesidades públicas y según lo permitan los recursos fiscales del Tesoro Nacional, hospitales especiales para niños, o pabellones para los mismos en los hospitales ordinarios, ya sean es tos nacional, departamental o municipal.
