º . Las entidades podrán utilizar el mecanismo institucional previsto en el presente Decreto, siempre que el total de los recursos apropiados en forma excepcional se destinen a cancelar obligaciones con la red externa de prestadores de servicios de salud. No obstante lo anterior, las entidades podrán utilizar hasta un 20% de los recursos generados en 1999 y que ingresen por este concepto para financiar su operación administrativa.
