La partida de que habla el artículo anterior se incluir de preferencia en el Presupuesto para la vigencia fiscal de 1964, pero en caso de que así no se hiciere queda autorizado el Gobierno Nacional para hacer los traslados o abrir los créditos necesarios con el fin de dar cumplimiento a lo ordenado en esta Ley.
