En el Presupuesto de la próxima vigencia y en los de las subsiguientes se incluirá la partida necesaria para dar cumplimiento a lo dispuesto en esta Ley, quedando facultado el Gobierno para abrir los créditos y hacer los traslados indispensables para el mismo fin, en el caso de que no se hiciere oportunamente tal apropiación.
