Artículo segundo. Los Gobernadores, cuando lo juzguen necesario, podrán suspender las elecciones en los sitios en donde razones de orden público así lo hagan aconsejable, pero dicha medida no será tomada sino previa consulta con el Gobierno Nacional y después de conocer el concepto de los Delegados Presidenciales.
