ARTICULO 69. Ningún funcionario o empleado entrará a ejercer su cargo sin haber tomado posesión legal. De la posesión se dejará constancia en acta que firmarán quien la da, su secretario y el posesionado. Prohíbese la posesión con efecto retroactivo.
