Artículo primero . Los arrendatarios de inmuebles urbanos situados en las capitales de Departamentos y ciudades de más de cincuenta mil (50.000) habitantes, a quienes con posterioridad al 9 de mayo de 1956, se haya cobrado como canon de arrendamiento un precio superior al que regía en 31 de diciembre de 1955, tendrán derecho a la devolución de los excedentes pagados.
