Los capitales extranjeros establecidos o que se establezcan en zonas francas así como su reembolso o transferencia dé utilidades, deberán inscribirse en la gerencia de la zona. Es entendido que esta inscripción tendrá únicamente fines estadísticos, y no dará derechos al reembolso del principal, ni a giro de utilidades, con divisas del mercado de certificados de cambio.
