Una vez que las Comisiones respectivas hayan verificado los estudios correspondientes, el Gobierno procederá a llevar a cabo las obras proyectadas. Si en el Presupuesto no hubiere apropiación especial para tal objeto, los trabajos se iniciaran y adelantaran con imputación a la partida general que se destine en la Ley de Apropiaciones para el fomento de obras similares, mientras se apropia la partida correspondiente, quedando facultado el Gobierno para abrir los correspondientes créditos administrativos, caso de que la suma disponible en el Presupuesto fuere insuficiente.
