Del Presupuesto general de rentas del Departamento de Panamá destínese anualmente hasta la suma de cien mil pesos ($ 100,000) para el sostenimiento y desarrollo de la institución primaria, de acuerdo con las disposiciones nacional sobre la materia: y quinde mil pesos ($ 15,000) anuales para la instalación y sostenimiento de un Colegio en la capital del Departamento.
