Sin perjuicio de lo contenido en la presente norma, es deber del sistema carcelario y penitenciario velar por la efectiva rehabilitación de personas internas que consumen sustancias estupefacientes o psicotrópicas que exhiben un grado de dependencia acorde a los principios y procedimientos médicos pertinentes.
