El Consejo de Guerra Verbal se compondrá de tres vocales, oficiales en actividad, de mayor graduación o antigüedad del sindicado, sorteados entre los oficiales en disponibilidad, por el Comandante Superior de las operaciones, o por quien convoque el Consejo.
