Ningún empleado puede estacionar tropa en el local de las sesiones, ni a sus puertas o inmediaciones, con pretexto alguno, a menos que la Cámara haya dispuesto expresamente que se haga venir dicha fuerza, o que el Gobierno lo disponga para dar protección a las Cámaras, cuando éstas se encuentren en imposibilidad de pedirla.
