El Gobierno dispondrá la manera de llevar a cabo la mensura de los terrenos baldiosa que hace referencia esta Ley, nombrara el personal correspondiente, fijándole los sueldos o asignaciones y aun podrá celebrar contratos para la ejecución de los trabajos, si estimare más conveniente esta forma de ejecutarla
