El Concejo Municipal de San Sebastián de Buenavista, mediante acuerdo expedido a iniciativa del Alcalde, previo concepto de las entidades encargadas de regular la navegación por el río Magdalena, podrá determinar el sitio para el funcionamiento de un Puerto y Astillero para la navegación y transporte de pasajeros, carga, alimentos y bienes de la producción primaria, en embarcaciones de bajo calado y sobre la superficie.
