Los fondos para manejo de cuentas deberán presentar antes del 31 de enero de 1985, a través de la División Delegada de Presupuesto del Ministerio o Departamento Administrativo respectivo, para aprobación de la Dirección General del Presupuesto del Ministerio de Hacienda y Crédito Público, el presupuesto de gastos, debidamente discriminado por su objeto.

Sin el lleno de este requisito la Dirección General del presupuesto se abstendrá de conceder los acuerdos mensuales de gastos para el giro de las respectivas apropiaciones presupuestales.
