Art. 1.o Autorízase al Gobierno para subvencionar los Colegios públicos y privados que estén establecidos, ó que se establezcan en cualquiera población de la República y que se obliguen a educar gratuitamente el número de alumnos que designe el Gobierno.

Parágrafo

En estas subvenciones podrá el Gobierno gastar hasta doscientos mil pesos ($200,000) anuales que se considerarán incluidos en el Presupuesto.
