El Gobierno fomentará y financiará actividades de investigación orientadas a la promoción de los recursos humanos y al estudio de las realidades y potencialidades de las comunidades negras, de manera que se facilite su desarrollo económico y social. Así mismo, propiciará la participación de estas comunidades en los procesos de planeación, coordinación, ejecución y evaluación de dichas investigaciones.
