Art. 30. Las funciones de los Inspectores generales podrán ser desempeñadas, cuando el Gobierno lo estime conveniente, por el Secretario de Instrucción pública del respectivo Gobernador, ó por el general cuando no hubiere sino un solo Secretario. Las funciones de los Inspectores provinciales y locales podrán ser desempeñadas por los Prefectos de Provincia y los Alcaldes municipales respectivamente, en donde el Gobierno lo determine así.
