De la creación de grupos internos de trabajo . Con el fin de atender las necesidades del servicio y cumplir con eficacia y eficiencia los objetivos, políticas y programas del Ministerio, el Ministro podrá crear y organizar, con carácter permanente o transitorio, grupos internos de trabajo. En el acto de creación de tales grupos se determinarán las tareas que deberán cumplir y las consiguientes responsabilidades y las demás normas necesarias para su funcionamiento.
