Artículo décimo. Para la inversión de las partidas destinadas a gastos de dotación, sostenimiento, etc., distintas de sueldos, se necesitarán presupuestos mensuales que han de ser presentados oportunamente a la revisión del Director Departamental de Higiene, formuladas por el Director de cada una de las dependencias creadas en el presente Decreto. Los presupuestos de la Dirección Departamental de Higiene necesitarán para su validez la aprobación del Ministerio del ramo.
