Las labores técnicas de formación o de actualización del catastro, a las cuales se refiere el artículo anterior, se adelantarán prioritariamente en los municipios o zonas del país que no tengan catastros, y en aquellos que los tenga, de acuerdo con las prioridades que fijen las autoridades catastrales, con base en la antigüedad de los mismos.
