Articulo 113 . Son áreas incorporadas las que de hecho y en forma permanente han sido afectadas al uso público o general de todos los habitantes, por acto voluntario de sus propietarios y que sobre ellos no haya recaído la obligación de cederlas a la Nación, Departamento o Municipio, mediante escritura pública debidamente registrada.
