ARTICULO 1o. Naturaleza Jurídica. - Fusiónanse el Fondo Nacional Hospitalario y el Fondo del Ministerio de Educación Nacional, y confórmase el Fondo de Cofinanciación para la Inversión Social - FIS, como establecimiento público del orden nacional, adscrito al Departamento Nacional de Planeación, dotado de personería jurídica, patrimonio propio y autonomía administrativa. Todos los bienes, derechos y obligaciones de las entidades fusionadas formarán parte del patrimonio del Fondo de Cofinanciación para la Inversión Social - FIS.
