Durante los dos (2) años siguientes a la entrada en vigencia de la presente ley y para dar cumplimiento al presente Plan Nacional de Desarrollo, se exceptúan a las Entidades Públicas Nacionales de la aplicación de las restricciones previstas en el artículo 92 de la Ley 617 de 2000 en el crecimiento de los gastos de personal.
