º Naturaleza jurídica. El fondo rotatorio del ministerio de relaciones exteriores es una unidad administrativa especial del orden nacional, dotado de personería jurídica y patrimonio propio, adscrito al ministerio de relaciones exteriores. El fondo tendrá como domicilio principal la ciudad de Santafé de Bogotá, pero podrá establecer otros en ciudades del país o del exterior.
