Adiciónase el artículo 45 de la Ley 135 de 1961 , con el siguiente parágrafo:

Artículo 45. Parágrafo. En todas las reglamentaciones que expida el Instituto Colombiano de la Reforma Agraria, INCORA, para el desarrollo de las colonizaciones especiales y dirigidas de que trata esta Ley, se incorporarán las normas básicas que regulen la utilización, conservación y utilización de los recursos naturales renovables en la respectiva región y se determinarán de manera precisa las zonas que por sus características especiales no puedan ser objeto de ocupación o explotación.
