Cuando el funcionario se excuse de aceptar el empleo al cual haya sido ascendido, por razones que la Comisión de Personal no encuentre justificadas, será sancionado con el aplazamiento del ascenso por el término de un año, contado a partir de la fecha del respectivo nombramiento.
