Por el tiempo que dure la ausencia del Presidente de la República en razón de su viaje a que se refieren los considerandos de este Decrete, deléganse en el Ministro de Relaciones Exteriores, doctor Rodrígo Lloreda Caicedo, las funciones correspondientes a los asuntos indicados en los numerales 5º, 6º y 7º del artículo 118; numeral 2º del artículo 119 y numerales 2º 3º, 6º y 7º del articula 120 de la Constitución.
