Articulo 4° Quienes desempeñen los empleos enumerados por este Decreto o cualquiera otro que con carácter permanente se cree en el Ministerio de Obras Públicas, se considerarán, para todos los efectos legales como empleados públicos y por consiguiente, su vinculación a la administración no podrá hacerse en ningún caso mediante contrato de trabajo.
