El ministro de gobierno por conducto del departamento de instituciones de utilidad común velara por el cumplimiento del reglamento que hace relacione anterior articulo y cuando el resultado de la visitas que debe efectuar según efectuado en el artículo 18 o por cualquier otro medio, llegara a la convicción de que ha habido faltas o incumplimientos en su aplicación procederá en los artículos 16 y 19.
