Art. 1º. Corresponde al Gobierno, como suprema autoridad administrativa, reglamentar, dirigir é inspeccionar la Instrucción pública, así primaria, como secundaria que se costeada con fondos de la Nación, de los Departamentos y de los Distritos, ó que se dé en Establecimientos que por su naturaleza tengan carácter público.
