Las personas, las naves de cualquier bandera y las mercaderías en tránsito, que con destino a los puertos fluviales de uno y otro país, hubieren de tocar en los puertos del otro, estarán exentas de todo impuesto, gravamen o contribución, así como también de todas aquellas formalidades que estorben, dificulten o perjudiquen en cualquier forma su tránsito. No se exigirá ningún depósito.
