El numeral segundo del artículo 28 del Decreto 1748 de 1995 quedará así: “Para trabajadores del sector público que no cotizaban al ISS se tomará el salario básico, más los gastos de representación y prima técnica constitutiva de salario vigentes en FB, más el promedio de lo devengado por todos los demás conceptos constitutivos de salario durante los doce meses calendario anteriores a FB, o durante todos los meses calendario de vinculación anteriores a FB, si fueren menos de doce.
