Artículo quinto. El informe trimestral de que trata el artículo tercero de la Ley 31 de 1965 deberá presentarse por los compradores de cacao, consumidores de materia prima y fábricas de chocolates en sendos ejemplares para la Federación Nacional de Cacaoteros, la Contraloría General de la República y el Ministerio de Fomento. El incumplimiento o retardo e la presentación del informa será sancionada con multas sucesivas de $ 50.00, que impondrá el Ministerio de Fomento.
