Los créditos adicionales al Presupuesto de Gastos no podrán ser abiertos por el Congreso sino a solicitud del Gobierno, por conducto del Ministro de Hacienda y Crédito Público, de acuerdo con el inciso final del artículo 212 de la Constitución Política.
