Artículo Segundo. El Instituto de Crédito Territorial presentará al Ministerio de Obras Públicas los planes que a su juicio deban seguirse en la construcción de las viviendas en las diversas poblaciones a que se refiere la Ley materia de esta reglamentación. Con tales planes deberán determinarse los presupuestos aproximados y las especificaciones de cada tipo de vivienda y las obras complementarias a que hubiera lugar.
