Para dar cumplimiento a la presente Ley facúltase al Gobierno para que, en caso de no quedar incluidas las partidas anteriores en el Presupuesto de la próxima vigencia fiscal, abra los créditos y contracréditos o traslados necesarios para su vigencia.
